The rule I tend to follow is: If it's in the beginning of a capital word, I clearly write the top and bottom crossbars. If it's in the middle of a capital word, the word has no numbers in it, I tend to omit the crossbars. So it looks like a large 1, without the initial serif. I never join to or from the capitals, regardless of position.
