Getting to 16-18 is 1.67x (where the vast majority of your starforcing mesos are spent). 19-20 is 1.82x. 21+ is where the often quoted 2.0x costs are true. Terrible luck getting to 15 stars on that piece. In my recent experience, 10-15 stars is where most of the mesos are spent. Once you get the 15th star, you're home free.
