You won’t see them initially, go down and they will spawn. From the first Chariot, drop down and follow the path. This will lead to another section where multiple Chariots move about.

For whatever reason, using Margit's Shackle almost anywhere in this place will trigger the flame pedestal to rise/fall, as if you were hitting it up close, which is ultimately the workaround to getting the Chariots out of this place.
